I found part of my problem. It was in the httpd.conf file. I am using the 10. ip range. On the allow statements, I only needed to have 10.1 instead of 10.1.0 as I thought from reading the sample files.
 
For those who are watching this thread, I have moved onto a new error. After I enter the username and password and click on the submit button, I get an internal server error with the following text -
 
Internal Server Error
 
The server encountered an internal error or misconfiguration and was unable to complete your request.
 
Please contact the server administrator and inform them of the time the error occured and anything you might have done that may have caused the error.
 
More information about this error may be available in the server error log.
 
The URL in the browser window is https://resnet.georgetowncollege/edu/cgi-bin/register.cgi
 
Suggestions ?

        I am having the same issue. Is this caused by the Apache allow,deny
        settings or is this from ssl?
        
        We are running NetReg 1.32rc2 on SuSE 9.0. I would like to take this

        I am testing our new netreg server. I get the "bogus" ip address
        assigned as I would expect. The "Bogus" dns service redirects all
        requests the same ip address of the netreg server. When I bring up a
        web browser, I get the following -
        
        Forbidden
        
        You don't have permission to access / on this server.
        
        Additionally, a 403 Forbidden error was encountered while trying to use
        an ErrorDocument to handle the request
        
        I know that I have missed something but since I am new to Linux/Apache,
        I am not quite what sure to look for.
