I am having the same issue. Is this caused by the Apache allow,deny
settings or is this from ssl?
We are running NetReg 1.32rc2 on SuSE 9.0. I would like to take this
opportunity to thank Patrick Delancy, Robert Lowe, and Patrick Jaques
for their help in getting me this far.

I am testing our new netreg server. I get the "bogus" ip address
assigned as I would expect. The "Bogus" dns service redirects all
requests the same ip address of the netreg server. When I bring up a
web browser, I get the following -
Forbidden
You don't have permission to access / on this server.
Additionally, a 403 Forbidden error was encountered while trying to use
an ErrorDocument to handle the request
I know that I have missed something but since I am new to Linux/Apache,
I am not quite what sure to look for.
