Just a guess, but I think your DHCP client is finding the 1.1.1.x
addresses somewhere on the Internet and thus declines the DHCPOFFER.
I suggest using a subnet of one of the following ranges for your
unregistered clients. These addresses aren't routed by Internet routers.
10.0.0.0 - 10.255.255.255
172.16.0.0 - 172.31.255.255
192.168.0.0 - 192.168.255.255
