Sounds like a routing problem, or... From a host where the browser times
out, can you ping 128.151.224.17 ??? If not, look at your routing. If
yes, can you you enter the address directly into the browser and make it
work? If not, look at the web server. If yes, look at the client. Is
it possible that mail.rochester.edu has other aliases, and the client
uses a caching resolver that is holding other A RRs for it? Have you
used a sniffer to capture packets on the wire? Good luck.
