Not necessarily. With VLANs, you can have any subnet/LAN anywhere,
theoretically. This is what we do (currently with Cisco equipment).
We can assign any jack on campus to be a resnet jack. Students can
plug into any resnet jack and get service. We just make sure the "IP
Helper" address for our resnet VLAN is set to the address of the
netreg DHCP server.

It really depends on your network setup. I don't know enough about
VLANs to comment further with any authority. :-/
