NetReg: registered clients not getting leases

We are running RH 7.3
Netreg 1.3rc2
DHCP 3.0
Mail-POP3Client-2.14
BIND 9.2.2
 
We are able to register clients but when release/renew ip or restart no
leases????
Any ideas?
