NetReg: No Leases being passed out

When a client attempts to register, they get a message that there is no
lease. I checked my DHCP configuration against the documentation and another
school using NetReg. Everything looks just fine. Also,the dhcpd.leases file
exists and the lines in variables.pl point to that location. Am I missing
something?
