NetReg: Fire Wall and port 443 problem

I installed netreg onto red hat 9 with apache 2.0
My dhcpd and httpd is working fine and client test computer can get an ip number from my netreg server. When I type the ip address of netreg server into the browser, it gives an error ,saying You are not authorized to view this page, port 443. I read every message in the mailing list, so I tried to add some additional services for my firewall (like tcp:80, tcp:443). Actually I did not have a firewall. I had turned it off the firewall (from Start-System Settings- SecurityLevel), but when I type setup in my terminal I see that my firewall is automatically changed to high level of firewall. I tried to change it to "no firewall" but it changed to high level firewall again. Even I changed it to medium result was always changed to high.
 
It's weird I know but my firewall setting in -Start-System Settings- SecurityLevel- is No firewall. On the other hand when i type setup into terminal, I see my firewall is high level firewall at the same time.
 
Also I removed "SSLRequireSSL" statement in the .htaccess. To allow the all kind of connections. Nothing worked. Any suggestion please.
