NetReg: dhcpd.conf.new problem

I have NetReg v1.3rc2 installed according to Patrick's instructions. All is
working up until the point where a user registers for a good IP address. I
am getting an error that says:

"could not open new dhcp configuration file: /etc/dhcpd/dhcpd.conf.new"

The file exists and the permissions appear to be correct. I even made the
file world readable and still got the same error. Anyone else experience
this problem?
