Are you using the SSL option? If so, make sure you use
https://serverblah..../admin/admin.cgi

Using the linux server itself I type
http://>/cgi-bin/admin/admin.cgi, I still have the
registration page open instead of the admin page. I replaced the server IP
with the server name, I have the same result.

It's located in cgi-bin/admin/, so the normal path would be:

http://your-server/cgi-bin/admin/admin.cgi
