NetReg: Authentication failed error

I have Netreg 1.3 CIDR running on RedHat Linux 9.

I am getting some students with an authentication error during registration.
I am using the IMAP protocol to my mail server and checking my mail server's
log shows the user authenticated corrected but I get that message. I check
the error_log in Apache and I do not see any entries relating to this user.
I checked and there isn't a duplicate registration listed.

I have also noticed through the admin interface that using the Find User and
clicking the Delete User does not work correctly for me. If I bring up the
whole table and click the delete icon it say entry deleted awaiting restart.
After restart it is gone.
