I'd guess you have some other problem in your named configuration or
root zone, e.g. perhaps you have "delegation-only" turned on!?? I've
never had to do anything unusual with respect to bind 9.x. You should
find the answer, because lookups against your server by unregistered
clients are not going to be restricted to the few TLDs you can think
of quickly, especially if you have any international students. ;-)
