I get the same error message, whether I'm in root or /etc/init.d.

This is line 19
daemon /usr/local/apache/bin/apachectl $OPTIONS (where
$OPTOINS is startssl)
So what happens if you type this line at your command line
daemon /usr/local/apache/bin/apachectl startssl

Subject: NetReg: "New to NetReg" Problems
<<S45httpd>> Good morning -
I want to thank Patrick Jacques for his wonderful instruction set. I
wouldn't be this far without him.
We're running RedHat 9 with Apache 2.0.48. When booting, we get an
error message when starting httpd. It reads: /etc/rc5.d/S45httpd: line
19: daemon: command not found. I've attached the S45httpd.
I get a similar error message when shutting down the server for the
killproc command.
I can start httpd manually fine.
After I do and go to the site, I get a "Forbidden You don't have
permission to access / on this server. Additionally, a 403 Forbidden
error was encountered while trying to use an ErrorDocument to handle the
request. Apache/2.0.48 (Unix) mod_ssl/2.0.48 OpenSSL /0.9.7a Server at
netreg.manchester.edu Port 80"
Any help would be greatly appreciated.
Thanks,
Michael
