FYI,

I had an email exchange with Steve Hideg over at Saint Mary's and he knew
right away what the problem was. I needed to download and install CGI.pm
from http://search.cpan.org. I downloaded cgi.pm version 3.00 and
installed it. It seems as though the perl scripts are running now. (well
at least the redirect.pl file redirects properly based on IP thus far.)
So if anyone else is trying to use Saint Mary's Source, then make sure you
install cgi.pm.
