Yes.

Subnets are split into ranges for known and unknown hosts; after
registration. Once a computer registers, it gets a host entry
in dhcpd.conf (without a fixed-address statement). At that point
it should always get addresses (and dhcp options) from the
known clients pool for whatever subnet it's plugged into.
