NetReg: 403 Forbidden Error

I am a novice at netreg, please excuse my ignorance.
 
Question: After completing the netreg installation, instead of the registration page I see the 403 Forbidden error page.
 
What I've done...
- I created the new index.html page (with the redirection meta tag line)
- I created the user and group called webuser and updated the User and Group information in the httpd.conf file.
- The httpd.conf file has been modified with the restrictions indicated in the documentation section 5.2.3 (i.e. deny from all...allow from...)
- The .htaccess file has been created
- The user authentication file has been genereated
- chown -R root:webuser /usr/local/apache has been executed
 
The directions were not explicit as to the location of the ErrorDocument 403 and 404 lines in the httpd.conf. So I put them near the commented out ErrorDocument lines already present in httpd.conf. Now in addition to the Forbidden message I also see an additional line.
 
'Additionally, a 403 Forbidden error was encountered while trying to use an ErrorDocument to handle the request."
 
What have I done wrong?
