That would be my first guess also. A quick test, (but a very unsecure way
of running the server long term) would be to change the permissions to allow
everyone write access to the file. (chmod 666 dhcpd.conf.new)

Check your Apache error log and see if there was a script error, also check
the messages log (/var/log/messages) there might be something in there.

BTW, since your just setting it up, I would suggest you take a look at the
NetReg-CIDR kit in the contributions folder once you get the base install
working.

Stick with it, We'll help you get it up. The list isn't that active, but I
take that as a good sign. :-)
