I would just use a custom 403 error message that either automatically redirects the user to the registration screen, or gives them the option to click a link to go to the registration screen.

We just installed Netreg on our Resnet. The system is working spectacular, but there is one problem i have. When a user opens his browser I get a 403 error if the URL is any longer than just http://www.somewhere.com. Is there a workaround for this, such as a URL rewrite rule for apache? Has anyone else run into this problem?
