NetReg: Dhcpd.conf file question

Did anybody else that's running DHCP 3.0rc10 have to add a shared-network {
to the dhcpd.conf file to get it to hand out an IP address. I to have my
NetReg server (like the example file) on a subnet that no DHCP server should
be on.
