netreg newbie installation help (Can't access admin.cgi)

Hi,

I have completed the netreg installion by following
the installation notes on the netreg website... But I
cannot access admin.cgi when i type in the following
url into my netreg server:

http://xxx.xxx.xxx.xxx/cgi-bin/admin/admin.cgi

where xxx is the ip of the netreg server.

It only shows the student registration page.

Also, how do I make netreg server my DNS server?
