Chris...forgot a few questions...

All students use the netreg'ed DHCP server...we don't give students
static addresses.
We do care about hardcoders...we usually hire them :)
We have 1 router for student traffic and the cache is pretty short.
We call up the rogues and ask why they hardcoded their IP...usually they
claim ignorance ("RCC did it", or "my friend did that"...). We don't
start switching off ports until they begin ignoring our voicemails and
emails asking them to call us. Not 10 minutes pass before they call
asking why their network is broken when we turn their port off.
We're small enough that rogues rarely happen and we would rather deal
with them personally than automatically.
